All teams must be roster compliant by Saturday September 28, at 12:00 EDT. This means no more than 42 players on your roster of which no more than 25 are designated as pro players.
If a player is listed on Yahoo as IR+ or out, you can place players into these slots and still be roster compliant. There is, however, one exception to this. If the player is an unsigned RFA; that is, if Marner, Point, Rantanen, and others, have not signed a contract, than you cannot carry them on your roster as IR+.

For all GMs: if you want to go ahead and place some of your players that are out on IR or IR+, you can go ahead and do so. Just be aware that by September 28, 2019, if a player you have on IR or IR+ is no longer injured or if he is an unsigned RFA, you will have to take that player off of IR or IR+.

For those GMs that are already over the roster limit for the season, you can only add up to a maximum of 46 players on your team. For example, if your roster is already at 45 players, you can only put 1 players on IR/IR+. The reason being, I don't want this to get out of hand.

Another addition to this list of players who cannot be carried on a roster as IR+ would be Byfuglien. He is not injured and therefore is not eligible to be carried on a roster as IR+. Any other player in a similar situation to Byfuglien who chooses to contemplate his future, also will not be eligible for IR+.
